Accessibility in the Federal Administration

Information and services that are available digitally make it easier for people with disabilities to communicate with public sector bodies. This enables social involvement and political participation for all.

The Federal Administration strives to make web content and mobile applications accessible. The eCH-0059 Accessibility Standard Version 3 requires compliance with the criteria of WCAG 2.1 at conformance level AA.

Overarching provisions

Accessibility provisions are set out in the following ordinances:

  • Article 9 of the UN Convention on the Rights of Persons with Disabilities (UN CRPD) explains the guarantee of equal access to information and services for the public.
  • Article 8 paragraph 2 of the Federal Constitution states that no person may be discriminated against because of a physical, mental or psychological disability.
  • The Disability Discrimination Act (DDA) requires measures to be taken to prevent, reduce or eliminate discrimination.
  • The Ordinance on the Elimination of Discrimination against People with Disabilities (EPDO) contains provisions on the requirements to accommodate people with disabilities when designing federal services.
  • Article 3 Principles Federal Act on the Use of Electronic Means for the Fulfillment of Official Tasks (EMBAG). Paragraph 4 They shall ensure that their services are accessible to the entire population.
